Fair recruitment is not a seal on the wall but a bill that someone pays. With us, that is always the facility, never the nurse.

Employer pays: the facility pays, not the nurse

The principle comes from the International Labour Organization’s (ILO) guidelines on fair recruitment. For health workers, it is complemented by the World Health Organization’s code of practice, and the German “Faire Anwerbung Pflege Deutschland” quality seal turns it into verifiable rules. The core is simple: people who are recruited bear no costs related to the placement. No fee, no advance payment, no repayment clause that ties someone to a job.

How to recognise a dubious agency

  • The placement is free for your facility because the candidates pay
  • Candidates report fees, loans or withheld documents
  • Employment contracts in which nurses must repay costs if they resign early
  • Language levels are claimed but no certificate is shown
  • Recruitment from countries on the WHO safeguard list, which lack nurses themselves

How to recognise fair recruitment

  • The facility bears the placement costs, in writing and traceably
  • Candidates know before departure what to expect: tasks, salary, recognition path
  • Language level and qualifications are proven by certificates, verified with the issuer where possible
  • No recruitment from countries on the WHO safeguard list
  • People who do not fit are not placed, even if a position remains open

Why this matters for your facility too

People repaying debts from their placement are under pressure and are more likely to change employer as soon as a better offer comes along. For your facility, that means a new search and paying twice. There is also your responsibility as an employer: questions about how your staff were recruited are directed at your facility, not at the agency.

The WHO safeguard list

The World Health Organization keeps a list of countries whose own health systems lack sufficient health workers. In Germany, only the Federal Employment Agency may recruit from these countries, not private agencies (Section 38 of the Employment Ordinance). We check every application against this list and refer those affected to the government programmes instead of keeping them waiting.

The “Faire Anwerbung Pflege Deutschland” quality seal

The RAL quality mark is awarded by the quality association GAPA after an audit, with the approval of the Federal Ministry of Health. Cranich Care works to these requirements from the start and will apply for certification once the first placements are completed. We do not claim the seal before we have it.
